Information Technology Manager - A Job Description
DEFINITION
To direct, manage, supervise, and coordinate the programs and activities of the Information Technology
Department; to coordinate assigned activities with other County departments, divisions, and outside agencies;
and to provide highly responsible and complex administrative support to the County Manager.
SUPERVISION To be EXERCISED
Exercises direct supervision over professional and technical staff.
ESSENTIAL FUNCTION STATEMENTS--Essential responsibilities and duties may include, but are not
limited to, the following:
Essential Functions:
1. Assume management responsibility for all services and activities of the Information
Technology Department including computer programming and computer operations.
2. Manage and participate in the development and implementation of goals, objectives, policies,
and priorities for assigned programs; recommend and administer policies and procedures.
3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and
procedures; recommend, within Departmental policy, appropriate service and staffing levels.
4. Plan, direct, coordinate, and review the work plan for the Data Processing Department; assign
work activities, projects and programs; review and evaluate work products, methods and
procedures; meet with staff to identify and resolve problems.
5. Select, train, motivate and evaluate Information Technology Department personnel;
provide or coordinate staff training; work with employees to correct deficiencies;
implement discipline and termination procedures.
6. Oversee and participate in the development and administration of the Information
Technology Department program annual budget; direct the forecast of funds needed for
staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
7. Review requests for data processing services and recommendations for system changes; assess
the County-wide impact of proposed changes; approve changes that minimize expenses and improve
services.
8. Monitor hardware/software usage and performance for capacity planning; evaluate system
operations; make recommendations as necessary.
9. Oversee the research and evaluation of computer hardware and software.
10. Coordinate and approve the purchase, lease or license of computer systems, and related
equipment.
11. Plan, coordinate and monitor office automation projects and operations; plan and oversee
County staff training in use of computer hardware and software.
12. Serve as liaison for the Information Technology Department with other County departments,
divisions and outside agencies; negotiate and resolve sensitive and controversial issues.
13. Serve as staff on a variety of boards, commissions and committees; prepare and present staff
reports and other necessary correspondence.
14. Provide responsible staff assistance to the County Manager.
15. Conduct a variety of organizational studies, investigations, and operational studies; recommend
modifications to data processing programs, policies, and procedures as appropriate.
16. Attend and participate in professional group meetings; stay abreast of new trends and
innovations in the field of computer and information technology systems.
17. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
18. Perform related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of:

Education, Experience and Training
An Associate’s Degree in MIS, Information Technology, Public Administration, Business Administration or related field is required, a Bachelor’s Degree preferred, plus five (5) years of increasingly responsible experience in computer programming and operations, including two years of administrative/managerial responsibility. Microsoft certification(s) a plus.

Manager of Information Technology - Job Description
DUTIES:
To provide the cooperative with computer systems and programs for processing data to give consumers efficient and accurate service. Remain aware of new developments in the field of computer technology. Manage operations of the information technology department including timely response to internal customer requests and service needs which may entail maintenance of PC’s, laptops, smart phones and network equipment; development of reports using Crystal Reports and/or other reporting tools; coordinate with NISC or other vendors for completion of program modifications, reports and other special projects. Implement new technology by managing projects with the use of Cross Functional teams. Evaluate and inform other departments of new technologies and their potential to bring value to cooperative employees and members. Perform supervisory responsibilities. Responsible for the maintenance of the cooperative network, cyber security and software to include providing a stable and reliable server architecture to ensure data integrity with a proven method to backup data. Responsible for the planning of the information technology department which is inclusive of developing, maintaining and testing the cooperative’s information technology disaster recovery plans to ensure the continuity of the business in the event of an equipment failure or natural disaster.
MINIMUM REQUIREMENTS: Bachelor’s degree in Information Technology field. Minimum of five years prior experience in an IT Department that maintains a Client/Server and PC environment. Prior experience in the management of an IT Department is desired. Must have in-depth knowledge and understanding of a broad range of computing technologies, and proficiency in applying technology solutions to solve business problems. Must have detailed knowledge of system network administration including the installation of various network components and system software administration. Must have knowledge of various computer operating systems, relational data bases and networks in a multi-layered environment. Must have knowledge of computer programming. Good verbal and written communication skills required as well as project management skills.

COURSE DESCRIPTION
This course is directly concerned with the management issues surrounding information and telecommunications systems. It presents the ingredients of management knowledge necessary for success in the management of information technology. This course views information from the perspective of managers at several levels--from the CEO to the first line manager. It provides frameworks and management principles which current or aspiring managers can employ to cope with the challenges inherent in the rapidly advancing technology. Over the past several years, all firms have identified that they must have an e-commerce/e-business presence. We will examine how this will evolve.
The course presents fundamental knowledge essential to managing an information technology function successfully within a larger organization. It considers strategic and operational issues, the significance of rapidly advancing technology and human and organizational issues related to technology introduction and use. Management systems and models of successful behavior are presented which capitalize on the opportunities and minimize the effects of the inevitable pitfalls. Chief Information Officers within a variety of settings will be researched. Students will be asked to research an Industry, Company, Information Technology Department and its CIO.
Since electronic commerce and Intranets, Extranets and The Internet have become of strategic importance to all companies a second major component will address electronic commerce and how it will affect corporations of today and the future.
Since CSC409 is a senior level class, this class will be a seminar based class with research and presentations the responsibility of the students. Some of the assignments will be team oriented. Various materials will be used including electronic based information sources and the World Wide Web. The course will be taught in a hybrid style. Asynchronous learning will be a major component.
